According to a statistic given on the Kindervention brochure (PDF), more than one-third of entering kindergartners don't know all their letter names. That is not the major problem, though. The problem arises out of a lack of resources. While many school districts perform diagnostic screenings of entering kindergartners, and often are able to identify the at-risk students. However, many teachers aren't afforded the time and resources to provide the additional instruction and support to these at-risk students.
